ECATS-FTP PROBLEMS FIXED AS OF 02/08/07

ECATS-FTP: 6.0.19

Problem:
Getting trips rejected by ECATS.
Response: Sending
station had not run the repair 6.0f and sent a treatment recoed with a null
protocol code and ECATS didn't allow for that. Fixed Code..
